Add water, milk, spices, and the tea bags to a saucepan and bring to a gentle boil. Stir to blend the spices and reduce the heat to just under a simmer.

Let steep for 3 to 5 minutes. Shut off the burner, let it sit for a minute or two and stir again.

Strain the tea concentrate with a fine, mesh strainer to separate spices from the liquid. Pour into your favorite mug and add a dash of nutmeg on top!
